1. What is Jacksons Heights?
Jacksons Heights is a 151-hectare master-planned estate combining residential homes, commercial spaces, parks, and open spaces. It’s designed to deliver modern living in a secure, family-friendly environment with premium infrastructure and amenities.
2. What type of title will I receive?
Jacksons Heights is one of the first developments in PNG to use the new Strata Title system under the Strata Title Act 2022. This means instead of the old State Lease system, buyers will receive a Strata Title - a registered property title that gives you:
• Ownership of your individual unit or lot (Strata Lot)
• Membership of the Owners' Corporation which holds all common property on behalf of unit holders such as community roads, parks, facilities and green areas.
3. How is a Strata Title different from a sublease?
Unlike subleasing, where your rights depend on a head leaseholder, a Strata Title gives you independent ownership that is recognised under PNG law. You can sell, mortgage, or transfer your lot just like any other titled property. Here’s the difference:
• Sublease: A contract under a main lease. Limited rights.
• Strata Title: A registered title in your own name with ownership of your lot or unit.
4. Has the Strata Plan been registered?
The Strata Plan for Jacksons Heights is currently being processed. All pre-sales are conditional on registration, meaning buyers only settle once their Strata Title is officially registered.
5. What is the Sunset Clause?
Your Sale of Land Contract includes a Sunset Clause to protect your investment. If the Strata Titles are not registered by the nominated sunset date, you may withdraw from the contract and receive a full refund of your deposit. This ensures that you are not locked into any indefinite delays in relation to registration of the Strata Titles.
6. How many stages are there?
Jacksons Heights is currently planned to be developed in five stages:
• Stage 1 – Residential (153 lots)
• Stage 2 – Commercial (19 lots)
• Stage 3 – Residential (621 lots)
• Stage 4 – Residential (352 lots)
• Stage 5 – Commercial Precinct (future development, 58,000 sqm).
7. Where is Jacksons Heights located?
Jacksons Heights is located along Jacksons Parade, just past ExxonMobil HQ at 7-Mile. Once complete, Jacksons Parade will connect directly to Sir Reuben Taureka Highway, linking Taurama, Gereka, Bautama, and Central Province.
8. What amenities and services are included?
• Sealed roads and street lighting
• Power, water, and sewerage connections
• Secure gated entry and 24-hour security
• Landscaped parks and walking paths
• Waste collection and maintenance
• Future commercial and retail precincts.
9. What is the Owners’ Corporation?
Once registered, all lot owners automatically become members of the Owners’ Corporation - the governing body that manages the estate. It looks after shared spaces, maintains community standards, collects levies, manages certain capital works and ensures the estate retains its value.
10. What are the Design Guidelines?
To maintain a premium look and feel, all homes must comply with the Jacksons Heights Design Guidelines:
• Minimum 160m² internal floor area
• Modern tropical design and materials
• Solar, insulation, and sustainable landscaping
• Setbacks: 4.5m (front), 1.8m (side).
11. Can I build my own design?
Yes, you can! You’re free to choose your own builder and home design, provided your plans are approved under the Design Guidelines by the Owners’ Corporation.
12. Are there rules about pets, fencing, or parking?
Yes. Fencing must use approved designs and materials. Pets are allowed with written consent. Parking is limited to your lot, with visitor bays for short-term use.
13. Who is the Developer?
Jacksons Heights Limited, a Constantinou Group company.
14. What are Owners’ Corporation levies?
Each lot owner contributes to the running and maintenance of the Jacksons Heights common areas through Owners’ Corporation levies. These levies ensure that all shared common areas and services are kept to a high standard and that the estate retains its long-term value.
Levies are used to fund:
• Upkeep of roads, parks, gardens, lighting, and other shared facilities
• 24-hour security, waste management, and maintenance services
• Insurance, administrative, and operational costs
• Long-term capital works and repairs
Levies are set by the Owners’ Corporation and are based on each lot’s unit entitlement, meaning larger lots contribute slightly more, and smaller lots contribute slightly less.
The levies are managed transparently through three main funds:
• Administrative Fund: for day-to-day operations and routine maintenance
• Sinking Fund: for long-term repairs, upgrades, and replacement of assets
• Special Purpose Fund: for approved projects or unforeseen works
Failure to pay levies can result in late fees or legal recovery action as allowed under the Strata Title (Management) Act 2022. Owners who remain in arrears may also lose their voting rights at Owners’ Corporation meetings until their levies are paid in full.
15. What happens if someone breaches the Owners’ Corporation Rules?
Every resident and owner at Jacksons Heights is required to follow the Owners’ Corporation Rules, which promotes a safe, attractive, and harmonious community. These rules cover topics such as design and construction standards, use of common property, waste disposal, pets, and noise control.
If an owner or occupier breaches the Rules:
The Executive Committee may issue a written notice requiring the breach to be rectified.
If it isn’t fixed, the Executive Committee may arrange for the works or cleanup to be done and recover the costs from the owner.
Repeated or serious breaches may result in fines or legal action under the Strata Title (Management) Act 2022.
Examples of breaches include:
• Dumping rubbish or obstructing driveways on common property
• Damaging landscaping or shared facilities
• Altering the approved exterior design of a home without consent
• Ignoring noise or maintenance requirements
These rules are designed to protect the quality, security, and value of Jacksons Heights, ensuring every resident enjoys a well-managed and peaceful environment.
